Staff proposes amendments to Regulation 18703 that would add a provision to subdivision (e) to enable consistent application of the public generally exception to decisions concerning a permit, license, or entitlement for use from a government entity primarily responsible for managing an airport or harbor. Staff presented this proposal for pre-notice discussion in September and now presents it for adoption.
