Staff presents proposed amendments to Regulation 18202 to clarify that actions taken by the California Citizens Redistricting Commission are quasi-legislative administrative actions and therefore subject to lobbying rules under the Political Reform Act. The proposed amendments to Regulation 18202 are presented to the Commission for adoption.
